I have been wondering

I've been visiting and reading... more particularly, reading the latest Survey Quarterly. In it, there was an article from an Overseas Correspondent on the difficulties an Overseas Country has had with its deeds system and the (apparently somewhat hairy) quality of the information in said system.

And it's had me wondering how it is that an apparently wealthy industrial nation hasn't made the shift to a Torrens title system yet. I mean, if the Antipodes could get Torrens title systems up and running when they were still colonial outposts (albeit with de facto self government due to very limited communication with Britain), surely Major World Powers could similarly get their act together?
